Could we design babies, if there were no ethical constraints?

I don't believe that babies could be 'designed', even if there were no ethical constraints. Transgenic technology, which enables the transfer of genes between sexually incompatible organisms, is likely to remain sufficiently unpredictable in its effects for a long time to come. This makes it unthinkable that scientists would ever tamper with the human genome.
